中国共产党第十九次全国代表大会提出乡村振兴战略。乡村振兴,生态宜居是关键。"民族要复兴,乡村必振兴",2021年中央一号文件聚焦全面推进乡村振兴,这对于全面建设社会主义现代化国家,实现中华民族伟大复兴具有深远的全局战略意义。脱贫攻坚目标任务的全部完成,"三农"工作的重心转移到全面推进乡村振兴上。随着我国经济建设的快速发展,工业和城市污染治理得到充分的重视,相较而言,农村生态环境治理无论是重视程度和投入整治力度都显得较为薄弱,个别农村地区问题比较突出。乡村振兴的背景下,农村生态环境治理应该与时俱进,深入学习贯彻习近平关于生态文明建设的重要论述,坚持科学的治理方法,开展系统治理工程。乡村振兴背景下的生态环境治理应构建系统型治理体系,采用多元共治,其中,法律基础治理手段,应健全乡村生态环境保护立法体系和执法体系,强调公众参与。
Abstract:The 19 th National Congress of the Communist Party of China puts forward the strategy of rural revitalization, to which ecological livability is the key. " If the nation wants to revive, the countryside must realize prosperity." This year, No. 1 Central Document released by the central authorities focuses on the promotion of rural revitalization in an all-round way. This has strategically far-reaching global significance for building a modern socialist country and realizing the great rejuvenation of the Chinese nation. With the completion of the goal and task of poverty alleviation, the focus of the work of "agriculture, rural areas and farmers" has shifted to the promotion of rural revitalization in an all-round way. With the rapid development of China's economic construction, the control of industrial and urban pollution has received the full attention. Comparatively speaking, the degree of attention and investment in rural eco-environmental control are relatively unsatisfactory, and some problems in a few rural areas are very prominent. Against the background of rural revitalization, the rural eco-environmental governance should keep pace with the times, thoroughly study and implement Xi Jinping's thought on eco-civilization, adhere to the methods of scientific governance, and carry out practical governance projects. Against the background of rural revitalization, the eco-environmental governance should rely on the construction of a comprehensive governance system, improve the legislative system and law enforcement system for eco-environmental protection, and encourage public participation.
