地方国有企业在多民族地区是一个相对开放的组织系统,可以很好地将经济增长嵌入社会发展。地方国有企业对于加强企业党的建设以凝聚民心,改变生产生活方式以促进民族团结,扩大城乡尤其是少数民族就业以改善民生,加大财富分配向劳动者倾斜的力度以确保社会公平正义,都具有不可替代的重要作用。恢复发展一批地方国有企业可以做到统筹兼顾,不仅是新疆稳定发展的当务之急,也是长久之策。

As relatively open organizations in multi-ethnic areas,the local state-owned enterprises could integrate the economic growth with the social development.These enterprises play irreplaceable and different roles like reinforcing the Party construction so as to unite the people,changing the modes of producing and living style so as to promote the ethnic unity;3) promoting employment in both urban and rural areas,especially the employment of the minority people so as to improve the people′s livelihood,enhancing the fair distribution of wealth so as to ensure the social equity and justice.Therefore,while taking all factors into consideration,to restore and develop the local state-owned enterprises is not only an urgent task,and also a long-term policy for the stability and development of Xinjiang.
